A: This service is handled by private haulers.  Residents pay the collectors on an individual basis.  There is no municipal dump or incinerator.  To arrange for trash collection, please look in the yellow pages of your phone book under "Rubbish and Garbage Removal."  Two Bulk Trash Days are held per year, usually in May and October.  Dates are published in the newsletter.  For information on composting and disposal of Household Hazardous Waste, contact the Chester County Health Department at 344-5937.
A: Act 101 of 1988, the Municipal Waste Planning, Recycling and Waste Reduction Act, required municipalities with populations of more than 5,000 and less than 10,000 with 300 or more people per square mile to have a curbside recycling program in operation by September 26, 1991.  Municipalities with populations of 10,000 or more were to have started a curbside recycling program by the end of September 1990.  Municipalities with populations of less than 5,000 are not mandated to start a curbside recycling program.  However, the Board of Supervisors appointed a Recycling Task Force in 1994 to study the pros and cons of both curbside recycling and drop-off locations for recycling.  The Task Force prepared a sample recycling ordinance and bid specifications for a single trash/recycling contractor for future use when recycling becomes mandatory in the Township.  A paper recycling trailer is available at the Glen Moore Fire Hall for 24-hr. drop-off of the following materials:  magazines, newspapers, cardboard, cereal boxes and similar-type boxes with all linings removed, junk mail, and window envelopes.  Paper recyclables can be bundled and tied with string or packaged in paper bags or cardboard cartons.  Cardboard must be flattened and may be bundled with string.  Contact the Township Office at 610-942-2880 for information on other recycling drop-off centers in the local area.  Also, the Township received a recycling grant from the Department of Environmental Protection to purchase a wood chipper.  This is a cooperative effort with East and West Brandywine Townships.  The three townships hope to undertake a joint Wood Recycling Program to accept fallen limbs from storm damage as well as Christmas trees.
A: Open burning is regulated in Chester County by the PA Dept. of Environmental Protection.  DEP regulations allows the following burning operations by a household:
    • Household waste should be burned in a container, such as a barrel, covered by a wire screen.
    • Yard waste should be burned in small piles after meeting the requirements below
      • 1.  Notify the Chester County Department of Emergency Services of your controlled burn by calling 857-5509.
      •   Supply them with your name and complete street address along with the hours you expect to be burning.
      • 2.  Fires must be attended by an adult at all times.
      • 3.  Have a water source, such as a garden hose, available at all times.
      • 4.  Call 857-5509 and notify them when your fire is extinguished.
    • Fires must be at least 50 feet from any structure.
    • Burning may be performed only during daylight hours.
    • Fires may not be ignited with gasoline.
    • Burning may not be performed on windy days or during exceptionally dry periods.
Burning of construction materials or wastes is prohibited.  The burning of wastes such as carpet, old furniture, paint cans, petroleum products, batteries, tires or any other materials which produce noxious smoke is prohibited.  The burning of land clearing wastes such as trees, shrubs, or other native vegetation not related to a single occupied dwelling requires a DEP permit and an air curtain destructor device.  DEP must be contacted to obtain permits.

The Fire Department will extinguish any fires which do not meet with the above guidelines, are deemed unsafe due to drought, high wind or any other condition, are left unattended or allowed to burn after dark, include unauthorized materials, and/or produce noxious smoke or fumes.  Any questions may be directed to the Township Fire Marshal, Jeff Hannum, by calling the Township Office.
A: Recycle your used oil at one of these local service centers:  Cullen's Whitford Sunoco, Tolsdorf Oil Lube Express, Whitford Auto Repair and Pep Boys in Exton; Gordie's Auto Service, Tolsdorf Oil Lube Express, Pep Boys, Carousel Auto Sales and Midas in West Chester; Mendenhall Sunoco in Chadds Ford; Devon Sunoco and Devon Hill Motors in Devon; and Avondale Sunoco in Avondale.  Call the Chester County Health Department @ 610-344-6692 for the location nearest you that recycles anti-freeze and tires.
A: In addition to residential housing and additions, building permits are required for a garage, barn, utility shed (including pre-fab), and other similar structures.  Permits are also required for decks and patios, fences and walls, pools (both in-ground and above-ground), tennis courts, home occupations, signs and ponds or any demolition work you will be performing.  Permits are not required for certain repairs such as replacing a roof.  However, if you are contemplating a building project, contact the township office for building permit information.
A: Pools built prior to adoption of the Swimming Pool Ordinance of 1993 were not required to have fences erected around them.  Therefore, they are "grandfathered" and do not have to comply with the current regulation for fences.
A: The Springton Manor Elementary School is the polling place for all Wallace residents.  Voter Registration forms are available at the Municipal Building, Post Office, and Chester County Voters Services, West Chester.  Registration closes thirty days before a Primary or General Election and re-opens the day after the Primary or General Election.  You must re-register to vote if you have changed your address, party affiliation or name, or if you have not voted in the last five (5) years.  Requests for absentee ballots must be received in the Voters Services Office of Chester County four days prior to the day of the election.  Applications may be made in person or by mail.  For information, contact Voter Services at 610-344-6410.

A: Wallace Township is part of the Downingtown Area School District along with the Borough of Downingtown and the Townships of Uwchlan, Upper Uwchlan, East Brandywine, West Pikeland, West Bradford, and East Caln.  School Board meetings are held on the 2nd Wednesday of every month at 7:30 PM in the Lionville Middle School.  For information on admission requirements, contact the Administrative Office at 610-269-8440 or 269-8460 or log on to their web site at www.dasd-adm.org.
A: The Chester County Department of Assessment is responsible for producing the certified tax roll of parcel assessed values from which the tax duplicate is provided for the county, municipalities, and school districts.  It is also responsible for maintaining tax parcel maps and assigning appropriate tax parcel numbers to new parcels.  The Appraisal division physically measures and assesses every new parcel and improvements to existing parcels.  The Tax Claim division is responsible for the collection, processing, and distribution of delinquent real estate taxes for the county, municipalities, and school districts.  The Township has no authority over the actions of the Assessment Office. If you have a question about your assessment, wish to file an appeal, or need to make corrections to your name or address on your tax bill, contact the Assessment Office at 610-344-6105.
A: In addition to Real Estate Property Taxes, all residents pay a 1% Earned Income Tax which is split equally between the Township and the School District.  Berkheimer Associates is the appointed Earned Income Tax Collector.  Check with your employer to make sure that your Earned Income Tax withholdings are being property credited to Wallace Township, not the municipality in which you work.  Contact Berkheimer Associates at 610-363-7214 or at their web address:  www.hab-inc.com.  A Per Capita Tax of $10 and an Occupational Privilege Tax of $10 are collected by the School District.
A: There is no township property tax in Wallace Township. The mills are currently set to 0 mills.
